In July 2025, China Water Affairs Group announced the successful operation of the large-scale petrochemical wastewater treatment project developed with ExxonMobil (Huizhou) Chemical Co., Ltd.
The project is operated by Shenzhen Jinda Environmental Holdings Co., Ltd., an environmental investment platform under China Water Affairs Group. The first phase officially commenced operation in March 2024, with a total investment of approximately RMB 750 million.
The project has a designed treatment capacity of 1,120 m³/h, supported by 33 km of wastewater collection pipelines and 11 km of reclaimed water pipelines.
It represents ExxonMobil’s first global project where the complete wastewater treatment operation chain of a manufacturing facility was entrusted to a third-party professional operator.
The ExxonMobil Huizhou Ethylene Project is a major petrochemical project in China, with a total investment of approximately USD 10 billion and an ethylene production capacity of 1.6 million tons per year.
In 2022, China Water Affairs Group signed a strategic cooperation agreement with ExxonMobil, providing dedicated wastewater treatment facilities and professional operation services.
The project adopts a third-party wastewater operation model, providing an integrated approach for industrial wastewater management.

The system operates according to Guangdong Province Class III surface water standards, with key pollutant limits meeting strict environmental requirements.
After operation, the treated wastewater enables 60%-70% production wastewater reuse, reducing freshwater consumption and improving water resource utilization.

Following the successful operation of the first phase, the comprehensive wastewater treatment expansion project implemented in 2024 added a 26,880 m³/day treatment system.
For industrial wastewater with different sources, varying water quality, and fluctuating volumes, the project applies a differentiated treatment approach based on wastewater characteristics.
